This ability to communicate when dispersed allows the group to remain coherent and even self organized. This added element of agility has effectively reduced the ability of traditional police tactics to deal with the modern smart crowd.

The recent police raid on Occupy Oakland shows how Web 3.0 technology can make a crowd a smart crowd. The image before shows a large demonstration before the 15 of November police raid. The crowd dispersed but as you can see below via social network technology like Twitter the group can remain in contain, tweeting to each other, using txt messages, streaming and making phone calls.
